The Cream Mill is located at the intersection of Union School, Muddy Run and Homeville Road in Lower Oxford Township. The mill was supplied power by a sluice and overhead water wheel feed by the Muddy Run Creek and the confluence of McGinness Run which were contained by the Cream Dam just north of the mill.
Dated May 15, 1834, records from the Chester County Sheriff indicate the sale of 89.03 hectares (220 acres) of property to a Mr. Ross for the purposed of a "Grist, Saw and Paper Mill". After Ross started his mill, "Cream" had earned a place on the map. The mill was described as "a one vat" mill suitable for making the best kind of paper with three presses.
